The Dogs Trust and Nanette Milne MSP met with cabinet secretary for rural affairs Richard Lochhead to discuss microchipping.
This follows its planned compulsory introduction in the rest of the UK.
And at the meeting Mr Lochhead confirmed that he will consider the possibility of consulting on the issue with ministerial colleagues.
Nanette Milne MSP said: “There have been specific issues relating to puppy farms as well as the breeding of dogs in social rented properties in Scotland.
“I hope that the Scottish Government will look to follow the progress made by the UK Government.”
